IAOSEH (International Association of Ottoman Social and Economic History), ilki 1977 yılında Hacettepe Üniversitesi’nde gerçekleştirilen Uluslararası Türkiye’nin Sosyal ve Ekonomik Tarihi Kongresi’ni belli aralıklarla düzenlemektedir. International Union of Oriental and African Studies(IUOAS)’in de üyesi olan IAOSEH, 1998’den itibaren kendi tüzüğünü hazırlamış ve aynı yıl Bursa’da toplanan sekizinci kongresinde bu tüzük oy birliğiyle kabul edilmiştir (Bkz. Ek I). Bu tüzük çerçevesinde 20-23 Ağustos 2001 tarihleri arasında Dubrovnik’te toplanan Dokuzuncu kongrede ise uluslararası Executive Committee seçilmiştir. Yine aynı toplantıda beş kişilik İcra Kurulu (Board) seçilmiştir (Prof. Dr. Halil İnalcık Başkan, Prof. Dr. Suraiya Faroqhi Başkan Yardımcısı, Prof. Dr. Heath Lowry ve Dr. Oktay Özel Genel Sekreterya ve Prof. Dr. Rhoads Murphey Muhasebeci). IAOSEH İcra Kurulu son Venedik toplantısında, müteakip toplantının 2008 yılında Bilkent Üniversitesi’nde yapılmasını kararlaştırmıştır. Bu toplantının hazırlıkları, IAOSEH Başkanı Prof. Dr. Halil İnalcık ile İcra Komitesi Üyesi ve Genel Sekreter Yardımcısı Dr. Oktay Özel’in koordinatörlüğünde sürdürülmektedir.
IAOSEH Uluslararası Türkiye’nin Sosyal ve Ekonomik Tarihi kongresi 1977 yılından bugüne kadar dokuz kez ve herbiri ayrı ülke ve şehirlerde toplanmıştır: (Ankara 1977), Strasburg (1980), Princeton (1983), Münih (1986), İstanbul (1989), Aix-En-Provence (1992), Haidelberg (1995), Bursa (1998), Dubrovnik (2001), Venedik (2005)). Her seferinde geniş ilgi ve katılımla gerçekleşen kongrelerin bildiri kitapları basılmış, son Venedik kongresinin bildirileri ise baskı aşamasındadır.

IAOSEH’in düzenlediği Uluslararası Türkiye’nin Sosyal ve Ekonomik Tarihi kongrelerinin temel amacı, hızla gelişen ve uluslararası bir nitelik kazanan Osmanlı/Türk tarihi araştırmalarının ortaya koyduğu yeni bilgi ve bulguların en üst düzeyde paylaşılıp tartışılacağı bilimsel bir platform oluşturmak ve, bu bağlamda, uluslararası Osmanlı/Türk tarihçileri arasındaki mesleki işbirliği ve dayanışmanın gelişmesine katkıda bulunmaktır.
IAOSEH kongreleri Türkoloji/Osmanlı araştırmalarının yapıldığı ülke ve kurumlarda çalışan yüzlerce uzman tarihçinin katılmıyla gerçekleşmektedir. Bu toplantılardan Türk ve Osmanlı tarihine ilgi duyan veya bu alanlarda kendini yetiştiren genç akademisyenler ve öğrenciler de geniş ölçüde faydalanmaktadırlar.

STATUTES PROPOSED TO & ADOPTED BY THE GENERAL ASSEMBLY OF THE (EIGHTH INTERNATIONAL CONGRESS OF ECONOMIC AND SOCIAL HISTORY OF TURKEY)

Article 1.
An ‘International Association for Ottoman Social and Economic History’ (Hereafter: IAOSEH) shall be established for the purpose of encouraging, facilitating, coordinating research, and for publishing works in the field of Ottoman Social and Economic History.
Article 2.
IAOSEH shall be a constituent member of the ‘International Union of Turkish Studies,’ the body affiliated with the ‘International Union of Oriental and Asiatic Studies.’
Article 3.
The headquarters of IAOSEH shall be located in the city of residence of the organisation’s General Secretary.
Article 4.
The following disciplines shall constitute the scholarly domain of IAOSEH: Ottoman Social and Economic History, and all ancillary disciplines.
Article 5.
Through the intermediation of its (Executive Committee and Board), IAOSEH shall coordinate research in the spirit of international cooperation, establish research plans and programs, support collaboration among researchers and centers of research, disseminate recommendations to its members, and facilitate the practical application thereof as is appropriate.
Article 6.
Specialists whose works constitute a contribution in the scholarly domain as defined in Article 4 above, who have actively participated in a minimum of two IAOSEH Congresses (by attending and/or presenting a communication), and paid their annual dues, shall constitute the individual membership of IAOSEH and enjoy all attending rights.
Article 7.
Membership in IAOSEH shall be open to scholars of all nationalities and is determined solely by scientific criteria. Each candidacy must be supported to the ‘Executive Committee’ by two bona fide members of IAOSEH.
Article 8.
The ‘General Assembly’ of IAOSEH shall be convened once every three years. At such time the ‘General Assembly,’ shall vote on the report of activities since the previous meeting, which is to be submitted by the ‘Board.’ It shall also announce new members, confirm the choice for membership on the ‘Executive Committee,’ announce wishes and recommendations, and present and discuss ongoing work and research projects.
Article 9.
The ‘Executive Committee’ shall organize a Congress once every three years.
Article 10.
The duties of the ‘Executive Committee’ shall be the administration of IAOSEH and the promotion of its scholarly activities.
Article 11.
The ‘Executive Committee’ shall be elected for a three-year term, and shall be comprised of a maximum of twenty-five members eligible for reelection. The number of members can be increased by decision of the ‘General Assembly’ upon the recommendation of the ‘Executive Committee.’ The ‘Executive Committee’ must reflect an international character. No State may be represented by more than onefourth of the ‘Executive Committee’s’total membership.
Article 12.
Elections for the ‘Executive Committee’ shall take place before the closure of the ‘General Assembly.’ Any individual member of IAOSEH is eligible for election to the ‘Executive Committee.’ To be elected, a candidate must secure an absolute majority vote of the members present and voting (or represented at the General Assembly), in two consecutive votes. If not secured at that time, members may be elected in a third round by a simple majority vote.
Article 13.
Should a vacancy occur on the ‘Executive Committee’ –due to death, resignation, or other reasons– the ‘Executive Committee’ shall reserve the right to choose a temporary replacement to serve until the next ‘General Assembly.’
Article 14.
In normal circumstances, the (Executive Committee) shall meet at least once in every three years. If necessary, it may convene every year.
Article 15.
The ‘Executive Committee’ shall elect a (Board) from among its membership. The ‘Bureau’ shall consist of a President, one or more Vice-Presidents, a Secretary General, an adjunct Secretary-General, and a Treasurer.
Article 16.
To prepare and refine scholarly works, the (Executive Committee) shall constitute itself into committees. It may invite members of IAOSEH not currently serving on the ‘Executive Committee’ to participate in the deliberations of its committees.
Article 17.
Members of the ‘Board’ shall serve for a term of three years and are eligible for reelection.
Article 18.
The duty of the ‘Board’ shall be to administer the affairs of IAOSEH, to execute the decisions of both the ‘General Assembly’ and the ‘Executive Committee,’ and to take all steps necessary for facilitating and coordinating research. It shall serve as the responsible organ before all official authorities. It shall also present (every three years) a report on its activities to the ‘General Assembly.’
Article 19.
The President of the (Board) shall also serve as the President of IAOSEH. He is to be elected by the members of the ‘Executive Committee.’ The President shall represent IAOSEH before all outside authorities, set the time and place of the meeting of the ‘Board’ and the ‘Executive Committee,’ as well as the ‘General Assembly,’ (in agreement with members of the ‘Board’), and convene and preside over ‘Board’ meetings. The Senior Vice President shall replace the President when he/she is unable to attend and preside. The General Secretary shall ensure the administration of IAOSEH in conjunction with the President. The General Secretary shall be assisted by the Adjunct General Secretary. The Treasurer shall oversee the finances of IAOSEH in consultation with the President.
Article 20.
Dues shall be levied on all members of IAOSEH. The amount charged can vary in accordance with decisions taken by the ‘General Assembly,’ voted by a simple majority vote. Said due are to be collected during each Congress.
Article 21.
Membership in IAOSEH may be forfeited if: a) dues are not paid, or, b) members absent themselves from three consecutive Congresses without communicating their reason for doing so to the ‘Executive Committee’ and it passes on the validity thereof.
Article 22.
Sums collected from dues shall be managed by the Treasurer in agreement with the President, and shall serve to cover the administrative needs of IAOSEH, and for the realization of its scholarly projects.
Article 23.
The statutes of IAOSEH may be modified by a vote of two-thirds of its registered members (present or represented) at a regular meeting of the General Assembly. The ‘Board’ is obliged to distribute said proposals to all members within the three months prior to the regularly scheduled meeting of the ‘General Assembly.’
